Hon. Colonial Secretary,
With reference to your letter of the 11th
November No. 2671/17, I beg to report that since Mr. Reed's
departure the office of Accountant has been "in commission".
I mentioned to Mr. Fletcher, some weeks ago
when he was acting as Colonial Secretary, the very great in-
-convenience which Mr. Reed's absence would cause and discussed
with him the question of acting pay.
Mr. Dixa, does all the Accountant's work
which entails any brain work, Mr. Castilho, who is very zealous
and hard working but almost incapable of understanding any written
document does stampa and paysheets and transit accounts, Mr. Alves
does Agencies and general.
Some time before Mr. Reed's departure, he
brought Mr. Castilho down daily to assist him in the issue of
stamps.
Since Mr. Reed's departure I have handed my
keys to Mr. Castilho, until the Compradore ran away and since thelir. Dixon has had them as a check on the Compradors and on Mr.
Castilho.
Mr. Castilho cannot write a report in English
but the procedure was as follows:-
I gave my keys to Mr. Castilho and before that to Mr. Reed the Compradore then came with his requisition for atomps, Mr. Castilho handed the top key to the Compradore whe opened the safe, producing his own key to the bottom lock. The safe is in full view. The Compradore then took out the stamps for which he had requisitioned and brought them to the Accountant, who enters them in the issue book. Only the Compradore could touch the stampa, for as he checks them in, he could not be made responsible, if any one else took them out.
The stamp safe is opened whenever the Com- -pradore wante stamps, it has recently been opened eleven times. in
